Haryana Government Orders Major Bureaucratic Reshuffle; 16 IAS, 10 HCS Officers Transferred

In a major administrative reshuffle, the Haryana government on Tuesday ordered the transfer and posting of 26 senior officers, including 16 IAS and 10 HCS officers, with immediate effect. The reshuffle has brought significant changes in key departments including Town & Country Planning, Urban Estates, Urban Local Bodies, industries, agriculture, taxation, housing and pollution control. 

The transfer orders assume particular significance for Haryana’s rapidly expanding urban and industrial sectors, with new officers taking charge of the Town & Country Planning Department, Haryana Shahari Vikas Pradhikaran (HSVP), Urban Estates and HSIIDC.

J. Ganesan takes charge of Town & Country Planning

One of the most significant appointments is that of J. Ganesan, IAS (HY:2006), who has been posted as Director General, Town & Country Planning, Haryana and Secretary to Government, Haryana, Town & Country Planning Department, as well as Director General, Urban Estates, Haryana.

Ganesan will also continue with important responsibilities in the Citizen Resources Information Department and as CEO of the Special Purpose Vehicle associated with the Haryana AI Development Project and Haryana Clean Air Project for Sustainable Development. 

With the new order, Amit Khatri, IAS (HY:2011) has been relieved of the Town & Country Planning and Urban Estates charges. Khatri has now been posted as Director, Agriculture, Haryana, and Managing Director of Haryana Seeds Development Corporation. He will also continue with responsibilities relating to Archaeology & Museums and Haryana Kaushal Rozgar Nigam. 

Mukul Kumar appointed Chief Administrator, HSVP

Another important change concerns the Haryana Shahari Vikas Pradhikaran. Mukul Kumar, IAS (HY:2011) has been appointed Chief Administrator, HSVP, Panchkula.

He has additionally been posted as Managing Director of Gurugram Metro Rail Ltd and Haryana Mass Rapid Transport Corporation Ltd, while also holding responsibilities in the Hospitality Department. 

Vinay Pratap Singh gets HSIIDC

Vinay Pratap Singh, IAS (HY:2011) has been given charge as Managing Director of the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and Managing Director of Haryana Financial Corporation. He will also serve as Administrator of the Trade Fair Authority of Haryana, New Delhi. 

The appointment is important for Haryana’s industrial development agenda as HSIIDC plays a central role in developing industrial estates and infrastructure across the state.

Shekhar Vidyarthi appointed Pollution Control Board Chairman

Shekhar Vidyarthi, IAS (HY:2004) has been given additional responsibility as Chairman, Haryana State Pollution Control Board. He will continue with his existing responsibilities in the Women & Child Development Department and Fire Services.

Other important IAS postings

Rajeev Ranjan, IAS (HY:1998), Principal Secretary, Labour Department, has been given the additional charge of Principal Secretary, Fisheries Department.

Amneet P. Kumar, IAS (HY:2001) has been posted as Principal Secretary, Food, Civil Supplies & Consumer Affairs Department, while also holding the Department of Future and Sports Department.

Ashok Kumar Meena, IAS (HY:2006) has been posted as Commissioner & Secretary, Urban Local Bodies Department and Commissioner & Secretary, Foreign Cooperation Department.

Chander Shekhar Khare, IAS (HY:2008) has been appointed Managing Director of HAFED and Director General of Housing for All.

Sharandeep Kaur Brar, IAS (HY:2009) has been appointed Director General, Urban Local Bodies, along with responsibilities for the State Urban Livelihood Mission and State Urban Development Authority.

Mani Ram Sharma, IAS (HY:2009) has been posted as Secretary, Revenue & Disaster Management Department and Chief Settlement Commissioner.

Rajnarayan Kaushik, IAS (HY:2010) has been appointed Managing Director of HARTRON as well as Haryana State Warehousing Corporation Limited. 

Changes in Panchayats, Taxation and Skill Development

Sushil Sarwan, IAS (HY:2012) has been posted as Director, Development & Panchayats and Managing Director of Haryana State Cooperative Apex Bank Limited.

Parth Gupta, IAS (HY:2013) has been given the responsibility of Director, Skill Development & Industrial Training, in addition to his existing duties.

Anish Yadav, IAS (HY:2014) has been appointed Excise & Taxation Commissioner, Haryana. He has also been posted as Special Secretary, Finance Department and Managing Director of Haryana International Horticultural Marketing Corporation, Ganaur.

Vivek Padam Singh, IAS (HY:2014) has been posted as Administrator, HSVP, Rohtak, and Additional Director, Urban Estate, Rohtak. 

10 HCS officers also transferred

Along with the 16 IAS officers, the Haryana government has transferred and assigned new responsibilities to 10 Haryana Civil Service officers. The changes include appointments concerning HSVP Gurugram and other state departments and organisations. 

The latest reshuffle represents a substantial reorganisation of Haryana’s senior administrative structure. The changes in Town & Country Planning, HSVP, HSIIDC, Urban Local Bodies and Urban Estates are particularly noteworthy at a time when the state is witnessing significant expansion of residential, industrial and infrastructure projects.

The orders have been issued with immediate effect.
