Dr V.K.Bahuguna Sent Repersantation to PM on National Security related issues of Uttrakhand

At the beginning of new tenure of the BJP government we would like you to bring the following serious issues of national security and to protect the cultural integrity of Uttarakhand. The issues are;
i) Uttarakhand is the fountainhead of Indian culture and is a Dev Bhumi and therefore, it is essential that its cultural integrity is maintained. Further, it is a sensitive border state from the point of view of security of our nation. For the past ten years there has been massive but silent settlement of people from outside. It is alleged that a large number of religious structures are coming up in the hills. It is also alleged that several girls have eloped with people of dubious credibility who had been recently living in the hills. One voluntary organization SDC Foundation had in the month of January 2022, published a report which shows a whopping increase of 30 to 43 % of voters in the electorate in Uttarakhand during past ten years 2011 to 2022. In real terms the increase is from 63,77,314 lakh electors in 2012 assembly elections to 82,66,644 lakh in 2022. Thus an increase of 18, 89,314 lakh in ten years. It is an unusual reflection in population increase also. In Dehradun, Nainital, Haridwar and Udham Singh Nagar the increase in 36 constituencies is 37 % with Udham Singh Nagar being the highest at 43%. In ‘Dharampur’ constituency of Dehradun there has been almost 70% increase. Compared to this the increase in other states was much less like 18% in UP, Goa 13%, Manipur 14%. It is alleged that this inflow is being planned in a systematically planned way with foreign hand to disturb the demographic pattern of the state. Therefore, this issue needs to be immediately taken notice by the central and state agencies. It is also creating communal tension in this peaceful state. We would like to make it clear that we are not against any caste, race or religions who are the original inhabitants of Uttarakhand or living here since 2001 when the state was carved out.
ii) From the point of ecological consideration the ‘carrying capacity’ of Uttarakhand hills at many locations has exceeded its optimum level. Therefore, it is necessary to prevent any further land transfer to the outsiders who have no inheritance in Uttarakhand and having the state domicile since 1950. Already natural disasters are visiting us repeatedly due to lop sided development. It is also necessary to accept the long pending demand of Uttarakhand people to enact a land transfer law on the pattern of Himachal Pradesh.
- We have already brought these issues to the notice of Uttarakhand Chief Minister on 31st March. While congratulating him we have requested him on these points and other important seven issues for action.
- We therefore, requested to kindly give your honours personal attention to these issues and order an inquiry along with appropriate action to protect the cultural identity of Uttarakhand. We hope that you will be kind enough to inform us the action taken.
